A public meeting of the Budget Committee of the Arock School District #81, Malheur County, State of Oregon, to discuss the budget for the fiscal year July 1, 2017 to June 30, 2018, will be held at W.W. Notice of Preliminary Determination for

Water Right Transfer T-12307

T-12307 filed by Thomas and Linda McElroy, 3760 Stage Rd Vale, OR 97918, proposes an additional point of diversion and place of use change under Certificate 2729 and 31186. Certificate 2729 allows the use of 0.5 cubic foot per second (cfs) from Cottonwood Creek in

Sec. 1, T18S, R42E, WM for irrigation in Sec. 1.  Certificate 31186 allows the use of 1.19 cfs from two wells in Sec. 1, T18S, R42E, WM for irrigation and supplemental irrigation in Sec. 1.  The applicant proposes an additional point of diversion and to change the place of use all within Sec. 1, T18S, R42E, WM.  The Water Resources Department proposes to approve the transfer, based on the requirements of ORS Chapter 540 and OAR 690-380-5000.

The City of Vale, Oregon, invites Bids for the construction of Water System Improvements – 2017. The Work for this Project involves, but is not limited to, construction of approximately 8,200 lineal feet of 10-inch polyvinyl chloride water transmission pipeline, a new 1,100 gallons per minute water treatment facility to remove arsenic, a new 700,000-gallon welded steel water storage reservoir, a pressure monitoring station, improvements to an existing well pump station, improvements to existing water system monitoring, controls and instrumentation, and other Work shown on the Drawings and as specified.

Sealed Bids for the described Project will be received by the City of Vale, Oregon, at Vale City Hall at 252 B Street West, Vale, Oregon 97918, until 2:00 p.m., local time, April 20, 2017, at which time the Bids received will be publicly opened and read.

The Contract Time for this Project is 400 calendar days for substantial completion.

The Contractor will be subject to the Davis-Bacon Act (40USC276a) and the applicable provisions of ORS 279C.800 through ORS 279C.870, the Oregon Prevailing Wage Law.

This Project is being funded in part through the Oregon Business Development Department – Infrastructure Finance Authority – Safe Drinking Water Revolving Loan Program, the Water/Wastewater Financing Program, and Community Development Block Grant Program.

Bid security shall be furnished in accordance with the Instructions to Bidders.
