BONDS FOR CONSTRUCTION, SECURITY/SAFETY UPGRADES, ADDITIONS, AND REPAIRS

Question

Shall the Ontario School District issue $24,000,000 in general obligation bonds and receive a State match for $4,000,000? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.

Summary

The State has awarded the District a grant of $4,000,000 provided this bond issue is approved by voters. If voters do not approve the bonds, these grant funds will be awarded to another district.

If approved, bonds and grant funds are expected to fund capital costs, including:

-Construct a new gym, replace windows and update exterior of buildings at Ontario High School

– Additional instructional space at Aiken Elementary, May Roberts Elementary and Cairo Elementary

– Security upgrades at Aiken Elementary, Alameda Elementary (includes expansion of entrance and commons area) and Cairo Elementary (includes enclosure of external hallway to classrooms)

-Site improvements, furnishing and equipping of projects and bond issuance costs.

Bonds would mature in a period not to exceed 34 years. The estimated increase in levy rate is projected to be $0.50 per $1,000 of assessed property value. Actual rates may differ.

A lawsuit has been started against you in the above-entitled Court by The Bank of New York Mellon fka The Bank of New York, as Trustee for CWABS, Inc., Asset-Backed Certificates, Series 2003-SD3, Plaintiff.  Plaintiff’s claim is stated in the written Complaint, a copy of which is on file at the Malheur County Courthouse.  You must “appear” in this case or the other side will win automatically. To “appear” you must file with the court a legal paper called a “motion” or “answer.” The “motion” or “answer” must be given to the court clerk or administrator within 30 days along with the required filing fee. It must be in proper form and have proof of service on the plaintiff’s attorney or, if the plaintiff does not have an attorney, proof of service on the plaintiff.

Water Right Transfer T-12307

T-12307 filed by Thomas and Linda McElroy, 3760 Stage Rd Vale, OR 97918, proposes an additional point of diversion and place of use change under Certificate 2729 and 31186. Certificate 2729 allows the use of 0.5 cubic foot per second (cfs) from Cottonwood Creek in

Sec. 1, T18S, R42E, WM for irrigation in Sec. 1.  Certificate 31186 allows the use of 1.19 cfs from two wells in Sec. 1, T18S, R42E, WM for irrigation and supplemental irrigation in Sec. 1.  The applicant proposes an additional point of diversion and to change the place of use all within Sec. 1, T18S, R42E, WM.  The Water Resources Department proposes to approve the transfer, based on the requirements of ORS Chapter 540 and OAR 690-380-5000.
