Judge sets bail for Ontario duo arrested after fatal shooting

VALE – Malheur County Circuit Court Judge Lung Hung Wednesday set bail for two Ontario residents arrested after an Ontario man was shot and killed in his bedroom early Tuesday.

Hung authorized a $500,000 bond for Starr Bales, and set Nicholas Tucker’s bail at $1 million. Both face felony charges of murder and criminal conspiracy. Tucker and Bales are both lodged in the Malheur County Jail.

Bales, 21, and Tucker, 20 were arrested by Ontario police Tuesday afternoon as they investigated the shooting death of 21-year-old Raymond Kelly. Kelly was shot in the head in his bedroom just before 12:49 a.m. according to the Malheur County District Attorney’s office. Ontario police discovered a black, Savage .308 bolt-action rifle during the investigation Tuesday, according to district attorney’s affidavit on the case.

Dave Goldthorpe, Malheur County district attorney said the case will go before a grand jury sometime next week. If a grand jury indicts the Ontario duo, they will be arraigned on the charges May 3.
